It is believed by some that raising the minimum purchasing age for tobacco and e-cigarette products will reduce the number of minors using these products and becoming addicted to nicotine. With the minimum purchasing age being set at 21, underage children and their peers will not have access to these products and the likelihood of them becoming addicted will be lessened. Others argue that these laws will create a black market as minors will still seek out these products from any source that will give it to them.

The bill will take effect 120 days after becoming law. You can read the press release from New York State regarding the signing and passing of this bill by clicking here.
