Controversial Anti-Tobacco Bill Passes House Subcommittee

Due in part to the work of many cigar trade organizations and several manufacturers, the premium cigar category had some advocates pushing for an exemption from this bill. Rep. Kathy Castor (D-FL) asked for an exemption, citing FDA-funded reports that show that premium handmade cigars are not marketed to or used by children in a significant way. Pallone opposed the request for a premium cigar exemption though said he would consider it if Castor withdrew her amendment and not vote on it right away but instead wait until the bill was up for consideration in front of the full committee.

H.R. 2339 now is up for a full vote in the U.S. House of Representatives. It would also need to pass in the Senate.
