Currently there are 19 states that have passed tobacco 21 legislation in addition to the District of Columbia and Guam. The provision was part of of a package of measures intended to address emergency medical bills, but that legislation was bogged down by partisan disagreements. With the push for tobacco 21 having bi-partisan support, it is more likely to pass with fewer obstacles.
