THERE IS A PERFECT STORM

of circumstances

that have led to an increase in the number of [tobac-

co-related] ordinances at the local level,” Tom Briant,

executive director of the National Association of To-

bacco Outlets, told retailers participating in a recent

webcast about local regulation affecting the industry.

Briant went on to note that NATO expects to see 670

ordinances seeking to restrict or regulate tobacco sales

by the end of 2016, as compared with just 248 five

years ago in 2011 and 530 in 2015.
