Global Premium Cigars first filed its lawsuit in June 2016, before the joint lawsuit that was filed later by the International Premium Cigar & Pipe Retailers Association (IPCPR), Cigar Rights of America (CRA), and Cigar Association of America (CAA). While the cigar trade groups discouraged individual manufacturers from filing lawsuits as it prepared its own response to the deeming regulations, Global Premium Cigars charged ahead and challenged the new regulations announced that impacted premium cigar manufacturers and the predicate date.
